Jose Velasquez: A Proven Leader for Our Community
With over 15 years of leadership in the water industry, Jose Velasquez has built a career around financial expertise, community service, and a commitment to public trust. As a seasoned finance professional, Jose has managed critical district functions, ensuring sound financial planning, responsible budgeting, and the efficient use of taxpayer dollars. He has overseen capital projects, accounting, cash and investment management, payroll, and rate development, always with transparency and accountability at the forefront.
One of his proudest accomplishments is securing $47 million in funding at an extraordinarily low 1.1% interest rate for the Oliver P. Roemer Water Filtration Facility Upgrade and Expansion Project—ensuring that vital infrastructure improvements could be made without burdening ratepayers. Under his stewardship, the West Valley Water District earned the Government Finance Officers Association’s (GFOA) prestigious Triple Crown of awards, recognizing excellence in financial reporting, budgeting, and public transparency.
Jose’s educational background includes a Master’s in Business Administration from California Baptist University and a bachelor's degree in Business Administration with a finance concentration from California State University, San Bernardino. His certifications from the State Water Resources Control Board and the American Water Works Association further demonstrate his dedication to mastering the complexities of public utility management.
Jose’s leadership extends beyond the office. As a longtime head coach for the Rialto Youth Soccer League, he has helped shape the lives of young people in our community, instilling values of teamwork, dedication, and responsibility. He is an active member of key organizations such as the Government Finance Officers Association and the California Special Districts Association, advocating for best practices in public finance.
